IDAHO WILD SHEEP FOUNDATION OFFICIAL RULES FOR IDAHO BIGHORN SHEEPLOTTERY TAG FUNDRAISER

1. This lottery is conducted by order of the Idaho Department of Fish and Game (hereinafter referred to as “IDFG”) pursuant to Idaho Code Section 36-408 subdivision
(5)(b). The Idaho Wild Sheep Foundation, Inc. (hereinafter referred to as “IWSF”) has been selected by IDFG to sell lottery tickets and to conduct the drawing for a 2024 Idaho
Bighorn Sheep Tag.

Entry Period

2. The lottery begins on December 1, 2023 and ends at midnight (MDT) on July 22, 2024.

How to Enter

3. You may enter the lottery by purchasing tickets and completely filling out the Idaho 2024 Bighorn Sheep Lottery Tag Application Form. The tickets are priced as follows:
a. 1 ticket $20 each;
b. 6 Tickets for $100;
c. 14 Tickets for $166.75; and
d. 25 Tickets for $250.
No discounts other than those specified above are allowed. There are no valid coupon codes or other discounts available for the purchase of lottery tickets.
4. Lottery tickets are not transferable. The person whose name appears on the ticket is the legal owner of the tag if drawn. Ticket purchasers and persons named on tickets must be eligible to hold a hunting license in Idaho.
5. The purchase price of the tickets are non-refundable.
6. By entering, you indicate your full agreement to these Official Rules and IWSF’s
decisions regarding the lottery, which are final and binding.
7. All controlled hunt application rules apply.
8. No dual applications are allowed on the same ticket. If more than one name is on the ticket, it is considered an invalid ticket.
9. To purchase a lottery ticket and to win the lottery, one must be eligible to purchase an Idaho hunting or combination hunting and fishing license and the appropriate tag. If the lottery winner has been drawn for a 2024 bighorn sheep controlled hunt tag, that tag must be returned to the Idaho Department of Fish and Game to be replaced by the lottery tag.

10. All tickets and corresponding funds received by midnight (MDT) on July 22, 2024, pursuant to all regulations and terms of these rules, will be eligible for the lottery drawing. All funds received after that time will be deemed a donation to the IWSF. Any funds received which for any reason become insufficient, (including but not limited to returned checks, declined payment card transactions, payment card charge-backs, foreign currency) shall invalidate the ticket. Only tickets for which the full purchase price has been received prior to the drawing are eligible to win the lottery drawing.

The Drawing

11. The drawing will be conducted on July 26, 2024, at a place mutually agreed upon by IWSF and the IDFG.
12. Lottery tickets will be drawn randomly. The placement of the lottery tickets into the drum will only be done just prior to the drawing on July 26, 2024, with witnesses present.
13. At the drawing, the person picking the tickets will pull three tickets in the following order: winner, first alternate, and second alternate. If the winning ticket is invalid, or if the person who wins the lottery cannot be contacted by telephone or registered mail within two weeks, the next alternate will be declared the winner. Winning tickets shall be delivered to an IDFG representative. If contact cannot be made with the second party
(first alternate) within five working days, the third party (second alternate) will be awarded the permit.
14. The person who pulls the winning lottery tickets will not be eligible to win the lottery drawing. The press will be invited to the public drawing.

The Lottery Tag

15. The special bighorn sheep lottery tag shall be valid for use in open controlled hunts as described in Section 4 of the Contract for 2024 Idaho Bighorn Sheep Lottery Tag.
16. A hunting license and tag will be provided to the winner of the 2024 bighorn sheep lottery from the net proceeds of the lottery sales.
17. All Rules Governing the Taking of Big Game Animals shall apply to the eligible winner other than as specified as follows:
a. A person receiving a Bighorn Sheep Tag shall be eligible to apply the following year for another Special Bighorn Sheep Tag.
b. A person receiving a Bighorn Sheep Tag and who meets all the eligibility requirements may apply the following year for a bighorn sheep controlled hunt permit.
c. Processing lottery tickets for the corresponding funds received. Any insufficient funds for tickets will invalidate a ticket immediately. The funds will be totaled per session in increments of cash, checks, and credit cards. To verify accuracy, two people will initial each deposit.
d. The lottery ticket will be filed with the Department of Fish and Game.
e. Impropriety will be reported to the Attorney General of the State of Idaho.

Disputes

18. Any and all disputes, claims, and causes of action arising out of or connected with the lottery shall be resolved by the appropriate court located in Ada County, Idaho. All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, any ticket purchaser’s rights and obligations, or the rights and obligations of the IWSF shall be governed by and construed in accordance with the laws of Idaho without giving effect to any choice of law or conflict of law rules (whether of Idaho or any other jurisdiction), which would cause the application of the laws of any jurisdiction other than Idaho. The prevailing party in any dispute regarding the lottery under the terms of these official rules shall be entitled to reasonable attorney’s fees and costs.
